Self Storage Approaches

Our Board of County Commissioners (Albany) have asked us to research and make a recommendation on how to handle self-storage units.

What we have is an owner of a self-storage company that is bringing in “pods” (connex container) and placing them on a cement pad for storage units. The units can be delivered to a client that loads it with items. Once it is loaded the unit is taken back to the storage area and put on the pad. According to our regulations, we require a zoning certificate for any structure placed, built or moved onto a parcel. This would be considered an accessory building and would require a $50.00 fee for each unit. This business owner has purchased 100 of these “pods”. Has any other county run into this situation? If so, how do you handle the zoning certificate fee?

Until the County amends their regulations to be able to approve an overall site plan you may be required to obtain a permit for each pod. Maybe an amendment to the 'zoning certificate' process to allow for site plan approval for commercial sites would work. At least the present requirement of the 'zoning certificate' you have the ability to double check and make sure the developer isn't placing them anywhere on the site which could result in placement on top of easements, in future streets shown on the Major Street and Highway Plan and that the overall development conforms to any of the site development standards like landscaping or access.

Good question. I'd generally concur with Brandon. The prospect of obtaining a zoning certificate for each unit, however, seems a bit onerous. In our county, this type of use would most likely be processed as a Conditional Use Permit (which includes submission of an overall site plan) and so all of the units would fall under the CUP. As the thing developed over time, staff would periodically check in on the site to make sure things were in order. If not, you'd be hearing from those nasty code enforcement guys.
